[C-safe-secure-studygroup] Future 4a - fix Annex K

I'm slightly in favour of this. In principle Annex K is a good idea, but
take up has been poor and as has been documented, its use is not without
problems.

My concern would be that the committee may look unfavourably on a new
'Annex K' that hasn't got any track record - anyone know a compiler with a
robust string handling library?
