[Trustable-distros] Minimal Distro Issues

Hey All,

I'm running into some issues caused by a lack of clear requirements for 
the minimal distro project.

To get proper tests running we need ssh, which means OpenSSH or dropbear:
OpenSSH requires an outdated version of OpenSSL (1.0.2x) rather than 1.1.0x.
This seems like a security issue/compromise that we don't necessarily want?

The next issue is that either SSH solution we'll require some form of 
init system; either sysvinit or systemd.
Should the minimal distro be making that kind of decision, i.e. does it 
make sense for us to dictate systemd?

How minimal should we be trying to go?
